2026 price guide

Software development cost in Pakistan (2026)

In 2026, software development in Pakistan typically costs Rs 150,000 to 600,000 for a business website, Rs 1.5 to 5 million for the first version of a custom web application, Rs 2 to 6 million for a mobile app on Android and iOS, and Rs 4 million or more for a SaaS product. The biggest price drivers are the number of user roles, the integrations and who maintains the software afterwards.

In short

  • Price follows scope: user roles, screens and integrations, more than technology choice.
  • Budget another 15 to 20 percent a year for maintenance, plus hosting and messaging.
  • Payments, SMS and WhatsApp each add work and a running cost.
  • Get a quote only after a short discovery phase, and compare quotes on the same written scope.

What software costs in Pakistan in 2026

These are typical ranges for Pakistani clients working with a software company in 2026. They are the same bands we use in our guide to software companies in Lahore, and they assume a small team: a designer, two or three developers, testing and a project lead.

EngagementTypical timelineTypical price (PKR)
Business website or landing site3 to 6 weeksRs 150,000 to 600,000
UI/UX design sprint (research, wireframes, clickable prototype)2 to 4 weeksRs 250,000 to 800,000
Custom web application, first version8 to 14 weeksRs 1.5 to 5 million
Cross-platform mobile app (Android and iOS)10 to 16 weeksRs 2 to 6 million
SaaS product, first version (multi-tenant, billing)4 to 6 monthsRs 4 to 12 million and up
Cloud and DevOps setup or migration2 to 6 weeksRs 250,000 to 1.2 million
Maintenance and support retainerMonthly, ongoingRs 100,000 to 500,000 a month

Quotes far below these ranges usually mean a template with your logo on it, a single freelancer, or a scope that leaves out testing, deployment and support. Quotes far above usually come from firms set up for large international clients.

What drives the price?

1. User roles and screens

Every type of user (customer, staff, manager, admin) needs its own screens and permissions. A system with one role is far cheaper than one with four. Evolvora Campus, for example, has separate views for admins, teachers and parents, and each one is a product in its own right.

2. Integrations

Connecting to other systems is where estimates most often slip: JazzCash and EasyPaisa payments, bank transfers, SMS and WhatsApp messaging, accounting software or an existing database. Each integration needs its own testing and error handling.

3. Platforms

A web app that works well on phones is the cheapest way to reach most users. Separate Android and iOS apps cost more, although a cross-platform framework keeps that to one codebase. Decide early which you really need.

4. Design depth

A simple, clean interface built from a design system costs far less than custom illustrations and animation. For most business software, clarity matters more than decoration.

5. Data migration

Moving records from spreadsheets or an old system takes real effort, especially when the data is messy. Ask whether it is included in the quote.

6. Who maintains it afterwards

Software needs updates, security fixes and small changes for as long as you use it. A quote that ends at launch is only part of the cost.

Freelancer, software company or in-house team?

The same project can be priced very differently depending on who builds it.

  • Freelancer: the lowest price, best for small, well-defined jobs. The risk is continuity: if they become busy or unavailable, the knowledge leaves with them.
  • Software company: costs more, because the price includes design, testing, project management and a team that stays after launch.
  • In-house team: makes sense once software is core to your business and there is enough work to keep developers busy all year. Developer salaries in Pakistan are rising quickly; see Emerhub's salary overview for current ranges, then add recruitment, equipment and management time.

Running costs most quotes leave out

These costs continue every month or year after launch. Ask for them in writing with the quote.

  • Hosting and cloud services: from a few thousand rupees a month for a small app to much more for heavy traffic or large files.
  • App store accounts: Google Play charges a one-time USD 25 registration fee; Apple's developer programme costs USD 99 a year.
  • Messages: SMS and WhatsApp Business messages are charged per message, which adds up quickly for alerts and reminders.
  • Payment fees: wallet, card and bank payments carry a fee per transaction, set by the provider.
  • Maintenance: a common rule of thumb is 15 to 20 percent of the build cost each year, or a monthly support retainer.
  • Domain, email and third-party services: maps, email delivery, analytics and similar services often have monthly plans.

Fixed price or time and materials?

Fixed price works when the scope is clear and written down, which is why it should follow a discovery phase. It protects your budget, but changes cost extra. Time and materials (paying for the hours worked) suits ongoing work where priorities change week to week. A common and fair arrangement is a fixed price for the first version, then a monthly retainer for improvements.

How to get an accurate quote

  1. Write a one-page brief: the problem, who will use the software, and what success looks like.
  2. List the user roles and the main tasks each one needs to do.
  3. List every integration: payments, messaging, existing systems, data to import.
  4. Ask for a short discovery phase before a fixed price. A firm that quotes a complex system without asking questions is guessing.
  5. Compare like for like: make sure every quote covers design, testing, deployment, data migration and support, and that the code and accounts will be in your name.

Build or buy? A school example

Before paying for custom software, check whether a product already does the job. A school, for example, could spend millions building its own system, or use a school management system such as Evolvora Campus at Rs 50 per active student per month, with fees, attendance, payroll and parent alerts already built. A 500-student school pays about Rs 25,000 a month and can start within days. Custom development is the right choice when your process is what makes your business different and no product fits it.

FAQ

Software development cost: common questions

In 2026, a first version of a custom web application usually costs Rs 1.5 to 5 million, a cross-platform mobile app Rs 2 to 6 million, and a SaaS product Rs 4 to 12 million or more. A business website costs Rs 150,000 to 600,000. The figure depends mostly on the number of user roles, integrations and screens.

Budget roughly 15 to 20 percent of the build cost each year for maintenance, or a monthly retainer of about Rs 100,000 to 500,000 for ongoing fixes, updates and small features. Hosting, app store fees and SMS or WhatsApp messages are extra.

Usually, at the start. A company costs more because the price includes design, testing, project management and someone to call when the developer is unavailable. For anything your business depends on every day, that continuity is usually worth the difference.

Fixed price suits a clearly scoped first version, agreed after a discovery phase. Time and materials suits ongoing work where priorities change. Many projects use both: a fixed price for version one, then a monthly retainer.
